Steam has started giving out refunds for the PC version of Ghost of Tsushima following a recent policy change that has made the game unavailable in most of the world.
Exactly like what happened to Helldivers 2 last week, the Ghost of Tsushima PC release is no longer available for purchase in over 180 countries. This is thanks to Sony's policy surrounding their PSN account for their games, even those not on the console:
PlayStation Network Account required for Online Multiplayer (Legends Mode) and PlayStation overlay, subject to the PlayStation Network Terms of Service and User Agreement
Following this policy change, Steam has started sending out refunds to the players in affected countries who preordered Ghost of Tsushima on PC.
Their mail explains that the refund is because the publisher of the game (PlayStation PC LLC) is “now requiring a secondary account to play portions of this game” and that “this account cannot be created from [the player's] country.”
Surprisingly, Steam is not the only storefront that has started sending out refunds for the game. Other stores, such as Green Man Gaming and the Epic Games Store have also started sending out refunds to any player who preordered Ghost of Tsushima on PC.
It is unknown if this was something Sony instructed them to do or something the storefronts decided to do on their own. Either way, a lot of players are thankful that the game is being refunded, as it means players won't suddenly get locked out from something they spent money on.
Understandably, players are upset over the whole situation. Or rather, they're disappointed and upset with Sony's recent actions. First, it was the mandatory PSN account linking for Helldiers 2, something that they (thankfully) did not push through with.
Next was the inability of players from over 170 countries to purchase Helldivers 2, thanks to PSN not being available in said countries. And now this most recent incident with the Ghost of Tsushima PC release.
As with Helldivers 2, it is unknown if this decision will ever be taken back, as even now Helldivers 2 continues to be unavailable for purchase in non-PSN countries. Should there be an update on the situation, we will be sure to let you know.
This Sadly Goes Against What Sucker Punch Said
When the Helldivers 2 fiasco started, players were understandably worried that Ghost of Tsushima, another PlayStation-published game, would also require a PSN account to play. In fact, the Steam page itself says the following:
Requires 3rd-Party Account: PlayStation Network (Online Multiplayer, PlayStation overlay) (Supports Linking to Steam Account)
When this was brought up, Sucker Punch assured players that the PSN account is only required for the “online multiplayer mode”, as well as the PlayStation Overlay. They said that the PSN account would not be required to play the game's singleplayer mode.
Likely, seeing how players took the news with Helldivers 2, Sucker Punch preemptive told players that they could still play the game's single-player mode without a PSN account. Sadly, Sony had other plans, and proceeded to lock players out of what I can only describe as an amazing game.
